Well, by parliament they meant the politics of the founding fathers, while by King they meant England. The ordinary man of Jefferson's time did not want to be ruled by Jefferson's constitution.
The constitution wasn't written to rule anyone but those who attempt to rule others.
Neither was parliament, so what were they talking about? The class that would have implemented a new parliament in the 13 colonies. That was Jefferson & Co.
